How do you go through to somebody who doesn't want to talk to you?

Get your emotional state together before you try, calmly attempt to explain your case, convince them it's in their best interest to listen to you which could mean you do something for them, actually listen to their case and empathize with them, doesn't work try again at a later time and never give up.

One of the tough ones I find is how do you comfort someone who is inconsolable and will not stop crying no matter what you say?

You don't say anything and just be there for them. If you can't handle their emotions then... just give them space.
