Could someone give me a rundown on what these two are about?

Gotham by Gaslight pits Batman against Jack the Ripper in the late 19th century. The Ripper has eluded the police and the newly-christened Dark Knight takes it upon himself to put an end to the murders. It's pretty much classic Batman just in a alternate setting.

Batman: I, Joker is essentially Batman meets The Running Man. In the alternate future, people are given plastic surgery to look like The Joker and they face the current Batman in a gladiatoral style television show. Whoever wins becomes tne next Batman. It's admittedly a wacky kind of tale.

Googling (or Yahooing or Altavista-ing or [insert sexy search engine name here]-ing) a few reviews might give you some more insight.
