Answer to question 2: The Dark Knight Archives vol 1. Batman as a series has been going on since 1939 (currently on issue 655). If you want the "true" first one, you gotta go for these reprints.
If you're looking for a starting point, Batman's origin is told in the Year One storyline (which is great). It reprints Batman 404-407.
Also of note: if you don't mind looking, there are a ton of "what is the best batman stories" threads in this very forum.
