They are using them for filming.
I think they're filming Gotham now. Due to Gotham news car and Affleck spotted on set.

The fist is actually a monument to the boxer: joe louis. If they do include that monument in the movie, then I wonder if it will be an easter egg by saying that it is a monument to ted grant.

Merely just one of the many monuments around the city.
