A Link to the Past would probably be the best..but I'd say the runners up are..
Mario World- Mario..but with a cape. And Yoshi :P
Sonic and Knuckles (yeah I prefer it to sonic 3)
Cold Shadow (the ultimate Disney platformer)
Streets of Rage 2 (Genny)
Toy Story (the game is almost as good as the movie. Wow)
Earthworm Jim 2
Aladdin (I play both versions. The SNES has better platforming, but the Genesis/Megadrive has better ACTION. Because of the excitement and animation quality, I give the edge to the genesis.)
Donkey Kong Country 2. But 3's definitely underrated. The first was bashed for being a Mario World rip-off, but I feel like the mechanics are better-with the swordfish making the underwater levels a blast, rather than a slog.
Beyond Oasis-The best Zelda knock-off ever.
Light Crusader-probably the most intelligent RPG on the system. Includes Sokobon style puzzles, SIMON minigames, rube goldberg puzzles, and magical combinations like crazy. May induce walkthroughitis.
Battletoads and Double Dragon. A better Battletoads game than the SNES sequel-Battlemaniacs.
Flashback: A quest for identity. This game is amazing. It literally feels like you're playing a movie.
Vectorman- Solid platformer has amazing lighting but prerendered graphics don't look as well on the genesis.
Garfield-Caught in the Act..it plays clunkily, but is easily the best Genesis game graphically speaking-with art from PAWS.
Super Double Dragon-repetitive, but has the best physics of the era. Want to block a fist and return the blow? You can do that here.
PC:
Indiana Jones and the Fate of Atlantis. Sure, the 320 pixel graphics are dated..but it's a better Indy adventure than the newest movie.
Sonic CD-Sonic+Time Travel. Because prehistoric robots are a thing.
DOOM-Isn't bad..but really hasn't aged as well as some would like you to believe. Plasma guns are awesome, though.
Captain Bible-for when your parents don't let you play Doom as a kid. The graphics hit the uncanny valley between really detailed and cartoony..and Bible verses are essentially your excuse to spill robot guts. Repetitive gameplay is elevated by surprisingly good atmosphere.
ABUSE by crackdotcom. Is essentially a more violent Metroid, but surprisingly fun.
