Best Rogue's Gallery in the MCU

I'm of the opinion that Marvel's best villains are in Spider-Man and X-Men, so I'm specifically limiting this to the MCU. Of all the Marvel properties Marvel Studios has access to, who has the best villains? This is a bit tricky because there are villains that don't clearly belong to one franchise (or unhelpfully belong to the Avengers as a whole), but I'm curious what everyone thinks.
 
Doctor Strange has a great group of villains.
 
Daredevil I guess. Elektra, Kingpin, and Bullseye alone are some of Marvel's best villains. Plus Typhoid Mary and The Hand.
 
Assuming you mean just individual heroes? I would say Thor has the best rogues gallery, though it hasn't really been translated much aside from Loki. The only individual character with a better gallery than him, IMO, is Spider-man.

( The Fantastic Four have a better rogues gallery, but they are a team. The X-Men have a *big* rogues gallery, but I don't think its any better quality than people like Cap or Daredevil or Dr Strange. )

I meant property rather than individual, so you can count Fantastic Four and X-Men even if they're a team (well, you can't count them because I'm asking about the MCU, but you could mention Guardians).

I was thinking there was a good argument for Thor. People really seem to want Surtur, but Thor also has a bunch of Asgardian villains (such as the Enchantress) who might be fun to have on screen.
 
Cap. Red Skull, Heinrich Zemo, Helmut Zemo, HYDRA, Zola, Strucker, MODOK, Lady Viper/Madame Hydra, The Serpent Society, Winter Soldier, Crossbones, Dr. Faustus, etc.

Thor has a really good Rogues Gallery too.
 
Someone who knows Cap's villains better than I do would have to answer, but how different are people like Heinrich Zemo, Helmut Zemo, and Baron Von Strucker from each other?
 
Tough question, but I'd have to go with Captain America.

Heinrich and Helmut Zemo are similar. Heinrich was a top Nazi scientist back in World War II and actually was the one who Captain America was fighting when Bucky was killed and he was frozen in ice. After Cap came back, Heinrich formed the original Masters of Evil to fight the Avengers before eventually being killed off. Helmut is his son who hated Cap for destroying his family's legacy and has become Cap's other main nemesis (along with Red Skull). Helmut was horribly scarred after a battle with Cap, and has been heavily involved in Marvel over the years with various take over the world schemes. He was also the founder and on-again/off-again leader of the Thunderbolts. Helmut Zemo is probably my second favorite villain that the MCU has the rights to (after Loki). Heinrich reminds me more of Cobra Commander (maybe it's the hood), whereas Helmut is more like an evil version of Captain America.

Strucker is a completely different character (although he has interacted with Zemo), although he was also a Nazi. He is the leader of Hydra. Nick Fury cut off his hand and it was replaced with a mechanical hand called Satan's Claw which gave Strucker a bunch of different powers such as super strength and the ability to shoot electrical blasts.

This is how I would rank them:

1. X-Men
2. Captain America
3. Fantastic Four
4. Thor
5. Spider-Man

I don't count the Avengers, as unlike the X-Men they are a team of individuals.
 
The F4 have Doom AND Galactus. So their villains are pretty important to the comics universe as a whole. More important than Magneto or Apocalypse I'd say.
 
Silver Surfer not make the list?
 
Well, I was specifically asking about the MCU to exclude Spider-Man, X-Men, the Fantastic Four, and Silver Surfer (whether or not the Silver Surfer is just a subset of the Fantastic Four or not).

Obviously, there are villains that branch out and belong to everyone (I don't consider Thanos to be a Silver Surfer villain) and some that I associate more strongly with others as well (Mephisto goes with Ghost Rider, not the Surfer). But the point of asking the question is to ask about villains Marvel can use.
