Is there a reason Timm and co. didn't have Barbara become Oracle? Or would the establishment of the Birds of Prey even fit into the DCAU?:huh:
 
This is nothing more than an asumption but maybe beside wanting to flesh out the Batgirl character,Timm and company didn't want to make another dark Batman vs the Joker story so soon after the Return of the Joker. If you're unfamiliar with that story, it features the Joker doing some nasty things to Robin in it.

On top of that, I think they may have felt that fleshing out and revamping other DC characters on the Justice League series was more of a challenge and priority.

Yup, I was right.

Originally, Barbara was going to appear in the Justice League Unlimited episode "Double Date". The episode would have her getting injured during a case as Batgirl. Since Bruce forbids her from participating she would recreate herself as Oracle, and get in touch with Black Canary and Huntress to finish her case. Neither of them would meet her in person. Because of the restrictions on Batman-related characters, Batgirl was replaced with Green Arrow and The Question
