Black Panther's proposed World super hero Army/ what is Queen Ororo up to?

Just two questions about the Black Panther? To whom will his proposed world superhero army be answerable to( the UN Security Council? Himself personally?)? And what is Queen Ororo(Storm) doing sneaking around hinting to Tony Stark that she may register under the SHRA?
