And those were just the characters that we were familiar with from either the comics, cartoons or previous MCU films. It doesn't take into account those that were made up specifically for this film. It looks like a lot when written out, but CA:TWS didn't feel crowded at all to me. Again, it's all a matter of how the characters are used. If you try to give everyone equal time, then it's a trainwreck. But, if you place the emphasis on your leads, and scatter everyone else's appearances throughout the film in supporting roles as the story progresses, it's really not a big deal.
It's actually giving each character a logical purpose in the film. In the movie you referred to each of those characters serves a purpose to the plot. Characters didn't just pop up because someone thought it would be cool if they did.
