When I was in elementary school (even in High School) if you couldn't afford lunch you had the option to charge the fee to your student account, then pay the fee at the end of the week or the next day. I did see them deny a student because he had unpaid fees for almost a month, he tried taking the lunch anyway to walk away and they snatched it out of his hands.
