Can someone tell me what happened in Det Comics #819?

I missed this issue on accident and my comic store was out of them. They should get more in the future but I have all these issues that i want to read, but am waiting to read this one.

Can someone give me a summary so i can go ahead and read the rest of the other issues since then?

Batman and Robin go into the sewers to look for Orca, and meet Killer Croc (who had escaped from Arkham). They beat Croc, and find Orca dead, two shots the head, same gun as the other murders. We also see Harvey Dent talking to himself, then he looks into a mirror where the reflection is scarred. Two-Face is trying to talk to Harvey, and Harvey's trying to ignore Two-Face.

Then in the Jason Bard story in the back, Jason goes to talk to Orca's husband, who tells Jason about some of the supervillain friends Orca had. Talked about how Magpie, Ventriloquist, and KGBeast had all been friends with Orca. They all worked for the Penguin, but were being recruited by some third party to change sides. Harvey Dent blackmailed them all into staying for Penguin instead of changing sides, so they could spy on Penguin for him. Then someone shows up and kills Orca's husband, calls himself Tally Man, then aims his gun as Bard and fires.
