Why do you think Cap has never been promoted by the US Army?, for example to Colonel or General, I mean, he's a war hero. Or probably he has, but I don't know. Your thoughts...
 
Because "General America" sounds like a phone company or something?
 
LOL!, that's true, actually Colonel America or General America does sound a little weird,, but why this has never been explored in the comics?
 
maybe he Has been offered a promotion but declined
 
Well, he was president in the Ultimate line and commanded an army in Fear Itself, so the question is somewhat moot.
 
He was promoted... To Captain.

Comics Steve was a private or a corporal, depending on the writer. Such a low rank was in place as part of his secret identity.

After he "died", or at some point after coming back, he was promoted to Captain.

or when the army though him to have died in the crash of the skull's plane he was given a posthumous promotion
 
Never really saw the point of having Steve have Cap as a secret identity inside the Army, sounds like he would go through a hell of a lot of trouble to keep it secret and constantly change missions from Steve Rogers's and Captain America.

Steve gets a promotion to Captain when he joins the USO, and holds it until he goes down.

Unless you're asking why he wasn't promoted to a Major. Posthumous promotions happen, but not always. They probably gave him a medal, though.

Convention, mostly. This was the early years of superhero comics and everyone had a secret identity.
 
Another reason being that I believe Captains have to put a packet in to be promoted. Basically a file that has information on why you should be promoted.
