The Winter Soldier EASILY.
It had a much more satisfying 2nd half.

DOFP was for the first act my fav but then the 2nd became a bit too meh. It's such a shame that they have Wolverine but don't even utilize him properly. He didn't have 1 badass fight scene, really ? Just about as he was to take on Sentinels he gets his ass handed to him easily by Magneto...yawn. It really build so well towards something but that something never came.

At the time I found TWS to be great, but its definitely depreciated on repeat viewings. Knowing the twist is coming takes a lot of the suspense out of it for me

The Winter Soldier was the better film. DOFP was a nice apology film for the terrible X-men and Wolverine films since Singer left, but there's really not much here. There are some great acting performances and that's what makes it worth watching.

I greatly enjoyed both, but I couldn't get over how contrived the magic "I get my legs back but my psychic ability is hampered" drug was in DOFP. So TWS wins pretty handily.
It also shows the state your franchise is in when the best thing about your newest movie is that it undoes the numerous mistakes made in films past, and nullifies almost every installment that comes before it. As Tony Stark said, it was basically an apology.
