Chad Stahelski and David Leitch have me confused

I’m confused, I’m wondering if the rest of you could help me out.
The directing team Chad Stahelski and David Leitch (John Wick) have been attached to an adaptation of the Valiant Comics character ‘Bloodshot’ due to come out in late 2017, You’d think that means they’d be heading into the early production stages but they’ve also started casting for their other film ‘The Coldest City’ and they’ve began shooting John Wick 2 in New York.

What’s going on? Are they trying to make three films at once?

Because of actor schedules they've had to split up and shoot John Wick 2 and Coldest City concurrently. Plenty of time to shoot Bloodshot in 2016.

Bloodshot is not even green lit. It could be vaporware i.e. stuck in Development Hell.
