Is that so much to ask? Maybe even kick it off with a movie that a series can spin off of. You take these two teenagers from totally different worlds, one, Tandy Bowen, from the Laguna Beach/Beverly Hills 90210/TRL world, a priveledged girl from Miami Florida, with a billionare businessman father and a supermodel mother... the other, Tyrone Johnson, a dirt poor, stuttering, utterly unmotivated African American kid from South Los Angeles with a workaholic mother and an unknown father.
The wind up running away to New York, seperately, and end up on the street, captured and coerced into Silvermane's project to see what kids would develop powers with specific drugs applied, Tyrone and Tandy form a bond as Tyrone tries to defend Tandy from a rougher kid and Tandy ends up helping Tyrone when his powers surface and disturb him. They develop a symbiotic relationship (without a light transfer, Tandy feels intense burning and Tyrone feels chilling cold), a friendship and some romantic tension as they put down the other kids who all seem to go crazy without a social anchor, and eventually Silvermane himself.
They hit the streets of New York nightly, dealing with crimes, mysteries, crazy power manifestations (mutant, Silvermane drug related, paranormal, etc) and so on and so forth.
Cast:
Tandy Bowen, Dagger - Kristen Bell (Veronica Mars) hands down. Smart saavy, well ranged and still looks very teenaged. I also think Hayden Patnierre from Heroes would do a stellar job if you wanted to go younger.
Tyrone Johnson, Cloak - Columbus Short (Stomp The Yard, Studio 60) would do exceptionally well. Extremely wide ranged and the young black actor I've seen play both the mousy subjugate as well as the hard core "I dare you to challenge me" badass. He'd be perfect for cloak. The only other person I've seen approach this range is Marques Houston, who has a very distracting singing career. And not a particularly good one, imho as an R&B lover.
Other "Series regulars" to cast:
Pastor Whoever - They're always staying at some church or whatever. Get some guy who we wont point at and laugh "Those crazy/weak Christians..."
Silvermane - Y'know, the big bad who can't actually fight, but is surrounded by colorful enforcers? Yeah, them.
Street Informer/Male Love interest for Tandy - Just cuz... it's more fun that way.
The Darkforce Dimension - A voice that haunts Cloak whenever he uses his power. That'll give us some omniousness without having to CGI a whole bunch of bats and smoke...
