I don't get what happened to the original 'plan', during the March lockdown I seem to remember them saying that as cases rise the threat level would escalate & de-escalate. As cases were on the rise, non-essential businesses would close or operate in restricted circumstances.. as they lower these same businesses would be allowed to function more normality, but with obvious precautions.
The various messages the Government have sent out throughout this whole pandemic in the UK have been convoluted to put it politely.
