I think Hugh Jackman is close.

I'd love to see Jackman play a 'man with no name' role in a Tarantino spaghetti western, as long as Tarantino cuts down on his usual back-patting and self-awareness.

Another guy who probably would be good is named Toby Stephens. He's big over in the UK I think. He was in Die Another Day as a bad guy, BUT more importantly he played a young Clint Eastwood in Space Cowboys:

If they did a remake...who would fit the role?

No one, the Dirty Harry movies belong in the '70s with Clint Eastwood. It's not just Eastwood in the role, it's the tone of the movies, if it was remade, it would be too over the top, the movies are great as is because they don't have the over the top action of recent movies. The producers/director wouldn't be able to use the restraint it would take to make a Dirty Harry movie. Leave the franchise alone.
