They see it as a two for one. Lock up the poor in these prisons so they don't have to pay for any kind of aid or welfare for the poor.
 
Then they should be compensated in some way, double commissary or something.

$150 million could do a lot of things. Provide free fares, it could pay for free meals for the homeless or something like that. Too bad the NYPD decided to blow through the cash instead.
