I've seen specials on the Science Channel that dealt with scenarios in handling an asteroid impact, but nothing that was a concrete method of stopping it. If a big enough one comes at us, and they don't stop it, there won't be anyone around to complain about the government's lack of a "plan."
As far as radical cooler climate changes, I don't think there's much you can do but move south. As far as a plan, what possible plan could account for that?
