Wow, if that was my car...I would not rest until I killed every last one of those dogs.
The owners do deserve blame for if those dogs had been chained up, this incident wouldn't have happened. However, the dogs need to be put down. Clearly, they are mentally unstable. They tore apart a car.....a car.....trying to get a bite out of that cat. If that cat had been on the dogs' owners property, then they were merely doing their duty as protectors to what they perceived as a threat. However, that car belonged to a neighbor. In that case, the dogs are dangerous animals. Who's to say if there was a little kid walking down the street (only God would know why, but just to prove a point), those dogs wouldn't have attacked him/her seeing that they destroyed a car trying to reach some mangy cat.
All rottweilers would not have done this, so it's not natural. There is a great responsibility for owners who have dogs of this capacity (compared to say...a Yorkshire terrier). The owners are responsible for paying for the damage. The dogs need to be put down because they don't get a free pass. I'm not demonizing the dogs. I'm just calling it how I see it.
