In the annual survey by the Economist Intelligence Unit, the Canadian west coast city and 2010 Winter Olympics host scored 98 percent on a combination of stability, health care, culture and environment, education, and infrastructure -- a score unchanged from last year.

It has topped the list from 2007.

Although Melbourne pipped the Austrian capital for silver medal, there was no other major change near the top of the list of 140 cities worldwide. Auckland, New Zealand, came in 10th.

"Mid-sized cities in developed countries with relatively low population densities tend to score well by having all the cultural and infrastructural benefits on offer with fewer problems related to crime or congestion," said Jon Copestake, editor of the report, in a statement.

Pittsburgh was the top U.S. city with 29th place -- just ahead of Honolulu -- while Los Angeles moved up three places to 44th and New York held onto the 56th spot.

London moved up one place to 53rd while Paris came in at number 16.

The top Asian city was Osaka at number 12, tying Geneva, Switzerland and beating out the Japanese capital of Tokyo, which came in at 18.

Hong Kong came in at 31 but Beijing, capital of the world's most populous nation and No. 2 economy, straggled in at 72.

There was also little change at the bottom, with Harare, the capital of Zimbabwe, once again claiming the worst position with a rating of 37.5 percent, narrowing beating out the Bangladesh capital of Dhaka.

The Economist Intelligence Unit survey ranks cities based on 30 factors such as healthcare, culture and environment, and education and personal safety.

Following is a list of the top 10 most liveable cities as ranked by The Economist Intelligence Unit:

8. Tehran, Iran

9. Dakar, Senegal

Vancouver has a decent climate for sure, given the rest of the country (instead of -40 weather in the winter, it's just nonstop nauseating rain), and for sure there are crime-free streets (not counting Canada's Shame, which is the downtown east side) and health care (available across the country). It's not a bad city at all.

But you need BUCKS to live there. Big bucks. That's the only downside really.
 
I want to travel to Vancouver for vacation in the winter. Seems pretty awesome

Also, Calgary is a great place to live. Thanks to the Oil Industry it's cheaper to live there, and there's a lot of development going on. Plus it's just an hours drive from the Rockies.

Even the weather is pretty good. It's inconsistent, but the winters are pretty tolerable. There's only like two weeks where it's bone chilling then it settles at around -10/-20

Your country has Quebecois in it. I'd rather stay in the US.

Meh, they're alright. Sure they can't make up their minds on if they want to separate or not. But most of us want them to stay. Quebec gets a lot of tourism and many fear that if they leave, provinces like Alberta might try to get out as well (They have lots of money, and there was a big argument a while back over the oil money between Alberta and the government). It could even get the guys way up north to bail out. We're a big country and we like it that way. I don't get why Americans have such a bad thing going with the French. If it wasn't for them you guys wouldn't have won the revolution :huh:

And if you'd rather stay in America then go on ahead. But do no that statiscally, economically, politcally, we're so much better :up:

And don't bring up the whole "Our military is better!" crap because who needs a military when we have no enemies?

We're the second largest country in the world but we have a small population. So yeah, we have room :o

I've only been to Canada once....i had fun but not as much fun as I wanted to. That's only because I went with the wrong people. I went to Montreal and Quebec City. I really want to go there again some day. I'm half canadian actually.

You're so defensive. I've said all I need to say. Canada has the province of Quebec. I'm staying here.
 
You know, just about all the French Canadians live in Quebec right? You go to a province like Alberta or BC and you'll never encounter them.
