If you look at it in comic book sense. Lex should no longer should be on the list.

The majority of LexCorp and his holdings in Metropolis are now owned by Bruce Wayne and Wayne Enterprises.

What's left of LexCorp is failing miserably. It's been forced to sell off several assets such as LexMart. It can't afford to give its employees Christmas bonuses. Its stock prices are plummeting, the government cancelled all contracts with LexCorps, consumers are leaving and confidence is non existant.

As for Lex himself, all of his assets are frozen and stripped. He's a convicted felon. And for the time being, he's off on another planet.

There is absolutely no way for him to be on the list anymore.

As for Bruce Wayne and Tony Stark they definetely should be much higher on the list. I'd also imagine Scrooge McDuck and Montgomery Burns (the mother f**ker used to have the trillion dollar bill for crying out loud) having more too. And Ra's al Ghul is one of the richest (if not THE) fictional characters out there.

Everyone else seems pretty reasonable.

Very true, but this is all revenue accounted for. I highly doubt the government has a way of knowing how much Ra's makes, nor would he give them such numbers. His money is all made illegally anyway.
