For me, GI Joe was the 80's cartoon series.

Why ask about a character you don't know in such a way when you only know one thing from the franchise out of many stuff?

Was Chuckles even in the cartoon? As I said, the characters I remember from the Cartoon are Duke, Flint, Lady Jaye, Scarlett, Beach Head, Snake Eyes, Doc, Gung Ho, Roadblock, Alpine and Sgt. Slaughter.

His only animated appearance is the animated movie from 1987.

The cartoon series is where the more popular characters of the franchise come from. It's like Mortal Kombat for me. I don't know any new characters past Mortal Kombat 4 and the more popular characters come from the older versions.
