So long as Rockstar allows pre-orders I don't anticipate it being as big of an issue

Rockstar should be allowing digital pre-orders and preinstalls so they shouldn't have that issue. It's also worth noting that Hollow Knight: Silksong doesn't have a physical version available for purchase right now which probably contributed to the server crash. That won't be the case for GTA 6. There'll still be more than enough people out there buying physical copies of the game (including myself) so that'll take some heat off the servers anyway.

Though since there's no PC release (yet), the CDN Rockstar uses will be less hammered than if the game did launch on Steam/Rockstar storefront as well.

Sometimes I forget PC versions sometimes come in a later date than the console version. It should help the sales of the consoles next summer.

It's also because the PC version will be way more optimized, thus requiring a longer time to develop.
