Well Carnage is crazier on a social level, while the Goblin is crazier on an obsessive level, with Spider-man. ( The following takes place WITHIN the comic book world; ) Social counts as an oppinion of many, so Carnage is crazier by choice of a threat. Although Cassidy never dressed up like an green and purple fantasy creature, I still think he's crazier, but not a better adversary.
