Help identifying a SNES game.

I remember renting a SNES game back in the 90s, but for the life of me can't remember the name of it.. The game starred a spiky-haired dude with sunglasses. I believe the premise was he invented a device that exploded, and had to find the pieces. I think he had a jetpack he could fly with. I remember a level where he shrunk and you were in a bathtub, bouncing off of bubbles. Can anyone remember this game? I would love to emulate it..
