Why are there only fines for Pot and Acid, what about other drug use? Or have I just said too much?

My total fine is either $280 or $300 not sure if I stole anything over $100, but it's very possible, I was very drunk and felt entitled to take many things in my early twenties. Talked my way out of being arrested once or twice, so I missed out on another $5.
