Ok decision has been made, it was indeed the Palmer cap, the white spies posted an hour earlier but used a different image to the one the black spies used, however on discussion we felt that the image the white spies used met the criteria and so we are now in a tie breaker with both teams equal on 11 points each.

I know there will be some not happy about this but we discussed it and felt that Jack stalking Palmer was not a meeting between the two, that came later in the cap the white spies posted. If the item had been "A cap of the first time both characters are in a scene together" then you guys would have won.
If it is two different images, are they both of the same scene?

...to be fair, the cap we submitted was the very first eye contact between the two characters. The rules did not specify whether or not they had to have a conversation, all it said was 'meeting'.

Yes and to me that is not a meeting, I shared eye contact with a rather attractive waitress last week but I don't see that as meeting them.
I respectfully disagree man. All the rules said was 'meeting'. Had you said 'the first scene where they have a conversation', I would have posted the one in CTU.
What's done is done though, no use in debating it further.
