If they were to use Jason Todd, how would you do it?

People love to speculate that Jason Todd may be the next main Bat-villain, or at least a major antagonist with anti-heroic traits. But at the same time, resurrecting a character the mainstream audience has never been introduced to before seems a little weak; it'd didn't really work for Arkham Knight, for one thing.

So, how would you set up the blackened costume and a vengeful Red Hood?
 
Dont kill him for starters.
Dont drag Ra's and the plot device pits in to it.
Keep the non sense with Talia and Lobdells magic warrior away.
Use Return of the Joker as the source material and mix it with some elements of Arkham Knight.
If they intend to use him as a villain and Batman's failure then just go all out instead of trying to make him some sort of Punisher clone.
