In Photoshop, I'm looking for a quick and easy way to do Vector art. I really don't need it to be perfect because I just want the lines so I can paint it in real life. Is there anyway I can just make adjustments to an original photo to get an outline for vector art? I'm trying to do it for this photo.

In Photoshop not really (at least I don't know of an easy way). If you have illustrator you can use the Live Trace feature.
 
The first is live Trace using 256 colours. As you can see it comes out pretty accurately but is very complicated (left image is the preview mode) and the file size is going to be fairly large.

Using a lower number of colours gives a more stylized version of the image and is less complicated and with a smaller file size.

As far as I know in Photoshop you can't turn it into vector. The closest filter I've come across to get an image to look like it might be vector is the cutout filter.
 
Photoshop doesn't work in vector unless you use a smart object which would mean you'd have to have Illustrator as well and if you have Illustrator you should be using that for vector images.
 
i have illustrator 10 but i've never used it before.

since i want to learn how to do vectors, i guess it's time to break it out and learn it.

i've been using photoshop and the pen tool but that gets tedious
 
If you don't care for the pen tool, the you will HATE Illustrator. It all comes down to why you need a vector image. If you're using it for web or print and need it for resolution then Illustrator is the way to go. If you need it for animation then Flash is way easier to draw in. If you "need" because you like the way it looks then you're an idiot and you should be using Photoshop.

the bold is why i need it. so i think i'm gonna open it up and see if i can figure something out.

i don't mind the pen tool, i've just begun to learn it and i got a wacom for Christmas, so this'll give me a chance to learn them better
 
is the live trace feature exclusive to Illustrator CS, or is it in basic Illustrator as well?
 
I don't know about the live trace feature but it only takes a little bit to get comfortable.
 
live trace is only in CS2.
