Sounds like a pretty big coincidence.
Nothing besides a name rings true to the Andy's concept.

based on his sketches, I'd say he was intended to be a cyborg or robot of some sort. Looks like an access panel on (or view window) through is chest to a bunch of robot parts.

Wolverine, the character we know was not outlined in his concepts. So Wolverine wasn't ripped off from him.
