But it can vary and there is far more corporate control on licensed titles then comics owned by the creator.
the editor is there for a reason, not just as a fascist dictators who censor whatever they like.

they have an investment in the character also, and most of the time, they were writers who worked their way up to the ladder.
The furthur up the ladder the more power they have.
And even then some characters are kept under serious protection for editorial. Garth Ennis couldn't have Tommy Moynahan puke on Batman's shoes, for example. That had to be done off-panel.
You won''t see Superman snapping peoples necks like Wonder Woman did. I thought she did the right thing in that situation while her character is more likely to do that since she's a warrior but even so don't count on Kal-El doing anything similar. Why? Superman's image is a higher priority then WW's.
writer's can do whatever they want.

It does depend on whether a company owns the character they're using and what limits they have on them.
they can make superman 10 feet tall, wear pink shoes, and make him a homicidal machine that goes on a killing spree.

Things can happen in both movies and comics which don't work with the universe the story is in.

like i mentioned earlier, if the character himself says he's less powerful than someone else, that's the end of it.
Which can change depending on the writer. It's not unknown for characters to ignore their powers just so another character can beat them up or act out of character with no explanation for entire creative runs.

Spider-man beat up a Galactus herald once. Green Arrow almost killed Black Canary with unarmed combat after she had become one of DC's premiere martial artists in Birds of Prey months earlier. Batgirl lost to Robin in a fight. Spider-man beat Iron Man by trapping him with webbing. The Black Tarantula's entire past and power level was altered significantly in a Daredevil annual. Deathstroke was able to successfully defeat a JLA with Wally West, Zantanna, Black Canary, and a Green Lantern at once in seconds then he survived a fight with two teams of Titans with dozens of veteran and powerful heroes years later.The Hulk got suffocated by a python.
so unless one day the flash claims that superman beats him in a foot race everytime, flash is faster than superman.
Nothing's written in stone. Some writers do have favorite characters which they make more powerful and some even depower others just so they can lose, whether it makes sense in a story or because they hate the character.
