I think you're taking the analogy at the end of Frontline too literally. None of what you're saying jives with the way the characters behave. Tony isn't going around doing what he set out to do, he's doing what the people of the USofA decided they wanted. He's just following the new law. I don't endorse, I'm anti-SHRA, but seeing it from a "normal persons" POV I can understand how they would want it passed and enforced.
