I suppose turtlenecks make a man's neck more broader, I have the making of book for Batman Forever and the costume designer mentions that they wanted Bruce Wayne in dark charcoal rich colors because that made him more elegant.

Keaton. Kilmer and Clooney all wore turtlenecks at one point in the films but they were either in the mansion where their comfortable.

I don't know the reason for Bale not wearing turtlenecks but who cares anyway he looked awesome in his business suits.
