Making a government organization flow chart?

Hi. I'm writing a story and fleshing out my world's government. Does anyone know of a site or program to make a chart like this?

Just a quick search on cnet brought back some freeware called "Diagram Designer".

Although, Microsoft Visio has all the bells and whistles and can easily be found on multiple torrent sites. So that's always an option.

Microsoft Visio would be a good program to use.

I use it all the time for IT charts and plans at my work.

They have built in shapes for Org charts, which would probably work in your case.

Only issue is it's a little daunting the first time you use it.
