Well I'll be damned...this is probably the most extreme case of body modification I have seen. Then again, the only other case I'm aware of is the Lizard guy.

I wonder what his family thinks about all of this.

Agreed looks like a klingon, could have just shaved his head and got red face paint and would have looked much more like the red skull. And the docs who said he passed all the brain sanity checks just proves you don't need any qualifications to be a doc !
