On the bag which has the Joker playing card in at the end, the information tag thing at the top says:

(something blurred) : J Kerr


did anyone else notice this?

Yes. It says "Retrieved (or recovered) by J. Kerr", Meaning that is the name of the police officer that found the card at a crime scene. Probably a nod to the LOTDK story, "Going Sane", where Joker used the pseudonym Joseph Kerr.
