Sure, the Joker was pretty campy in the Pre-Crisis stories, and occassinally still is, but the present state of the character generally is that he's a peerless psycho, a lunatic who'll mercilessly take a life in the most despicable way and laugh his ass off about it because he's thinks it is funny. Nothing campy about that.
The point is, 99% of all versions of the Joker as a psycho... You said psychotic is camp.
