He singles out the leader of the resistance, makes him a mod (over just a single board that hardly anyone frequents) with very little power, and makes him feel like he's equal and important. In the meantime, Mirko gets free labor and effectively quiets the resistance by turning it's primary, loudest voice into an Uncle Tom. It's brilliant.
