I'm just gonna 2nd guess Nintendo here and come up with my own conclusion, but I think they didn't add the 2nd Circle Pad because they probably don't see that many games needing a second "analog" pad, and they want the system to still require developers and gamers to use touchscreen gameplay.
You wouldn't be able to hold the system while using the 2nd pad and consistently "stylusing" the screen.
Now, I agree that this is still a BS reason not to just include a 2nd pad in this redesign, as games that really don't need the 2nd pad you could just...ya know...NOT ever use it, but still HAVE it when a game comes along that DOES benefit from a 2nd pad and DOESN'T require (Kid Icarus, RE) the touchscreen...but since this is off the top of MY head, who knows why Nintendo does what they do.
