Paintshop help?

It's my birthday and i got Adobe Painshop 4, ive been trying to make some pics of heath ledger into the joker with no success, i cant het the hair right, its just a flat colour like in say windows paint, im having problems with the skin too.

i'd be really grateful if you could give me some tips, what tools do you use?

I'm not a professional graphics designer and I use Adobe Photoshop Elements for Windows, because I want speedier results, rather than learning the whole stuff. I'm not sure if using this product will be able to address your problems.
