It means it's supposed to be a Cap sequel but every Avenger except Banner and Thor show up, along with a couple new characters.

As long as Cap is the main character and gets the most screen time and the main arc and the other Avengers are only supporting characters I'll be happy with it as a Captain America film. But if it's Avengers 2.5 and Cap gets short changed I'm gonna be pissed.
