Yea there is many factors in why they never hooked up as a couple. Sure i would have liked it myself, and there was a few times were it would have been prime time to do it. But they had to go overboard with the lana and clark relationship to that crapped out. But now its way to late.

I just recently started watching the show starting from Season 1 and am onto Season 6 and Ive fallen in love with the Chlark relationship.So my Qu is why the hell did Chloe decide to brush off Clark the moment she met Jimmy Olsen in the Season 6 premiere,considering they just had an intimate moment in the Season 5 finale(which was so precious considering the amount of actual romance they have had in the series).Clark is someone that she has been waiting for so long to be with and he was obviously showing interest after he reunited with her the next episode and instead she simply brushes him off for Jimmy?!?Plus,Clark wasnt seeing any other girl at that point so there should be no reason for the 2 of them not getting together.It just doesnt make sense...almost as if the writers couldnt come up with another reason for delaying Chlark.Its really heartbreaking...

Pretty sure it wasn't delaying, but putting some closure to a terrible subplot they had going for the first few years that just kinda disappeared for awhile.

Here is my theory.

Not looking at it from a storyline standpoint, the producers know there is a segment of the fanbase who wants romantic Chlark, so to feed that fanbase they gave them a kiss at the end of the episode Vessel(they usually throw that fanbase a nut or 2 every season). After that they just came up with the lamest of ways to make it not mean anything.

Basically by having Jimmy get in the way of romantic Chlark, Chloe fans could fanwank that Clark really loved Chloe and it's a possibility that Clark will hook up with Chloe(although in all reality it wasn't) and non Chlakers could say well Clark really didn't respond in anyway to Chloe's action(he basically just gave a vacant look into outspace that can be intrepreted anyway) and by the next episode it was an afterthought.

The producers on many occasions seem to throw shipper groups bones to try keep them interested. Some that instantly come to mind are

Relic - gave Clana fans a dream episode of Tom and Kristin doing everything Clana fans wanted to hear Clark and Lana say and do with eachother(although as "Jor-El" and Louise"). It should be noted right after this episode Clana took a turn for the worse

Reckoning -wonderful scene of Lana and Clark at the FOS, but guess what that scene gets wiped out of the mind of Lana and we move on to Lexana

Tempest/Vortex - Chloe/Clark have an almost kiss, in Vortex Chloe brushes it off with Clark giving yet another vacant look into outer space(see above) holds Chlakers interest that S2 might be the year of Chlark

Bride - the almost kiss plus Lana's convo with Clark gave Clois fans fake hope that the second half would be as good as the first half, right before the terrible Lana arc and the backhalf where Lois was only in 4 of the remaining 8 episodes.

I find this to be one of the main issues with the show when it goes out to try please many difference shipper fanbases that sometimes the stories come off uneven and doesn't do favors for Clark

Actually there are 3 reasons. All canon.

1. Clark's never returned Chloe's romantic feelings beyond asking her to a school dance eons ago. He's very directly told her this TWICE. Even as blunt but honest RedK-infected Kal, he referred to her as the girl he keeps in his back pocket. *ouch*
2. Lana - see seasons 1-8a
3. Lois - see seasons 8b-present, and future.

totally, to me personally if there was going to be a romantic chloe and clark it was end of season 1-season 2 period, or maybe around end of season 5 ish time frame. But like i said they had to do the on then off and then back on lana and clark romance that sucked up the show so much. When clark should have gone through a few different romantic relationships. To lead up to now with lois and all that.

Totally as i said before i have been a fan of chloe(not one of those fantic types) personally as i said season 2/end of season 5 and some other points in there would have been ok for them to date a little. But season 8 and now 9 its all lois and clark.
