Quarantining a file stops other programs from using it and it using other programs..removing the virus trys to delete it and other virii infected files by that virus.
Sometimes you can get a malicious virus or trojan that wont allow anything to delete it because it's being used (you may not know)..so qurantining it cuts it off from everything else and terminates it from running so it is able to be deleted after.
When a virus is quarantined it's encrypted and therefore can't cause any damage. You're safe as long as it's under quarantine, you should still delete it though.
