If the harness is hardwired into his nervous system thus allowing him to control the tentacles like one would an arm or leg...why would he need a power source for it? Otto doesnt need AAA batteries for his flesh limbs, does he?

There is a clear difference between metal arms and fleshy limbs; as a human you wouldn't have the electrical output in your nerves to be able to power the tentacles BUT this brings up an interesting possibility with Otto perhaps examining Electro and finding a way to produce enough natural power for the tentacles.
 
your body is powered by your own internal energy, blood flow, and nutrient's you obtain from eating.

Mechanical limbs are not.
 
So... if Harry is the Goblin, what reasons would he have had to try to kill Doc Ock in that experiment? Does he even know him? Why is Norman absent while that accident happens and returns to see Doc's condition? Is Harry a Guinea Pig? is Norman the goblin? watching again this episodes mkes me wonder ore about the true identity of the Goblin
 
In "Invisible Hand" Harry overheard Hammerhead and Norman's conversation including how Hammerhead threatened to use Octavius against Norman.
 
If Norman was the Goblin, he'd try to kill Otto to erase any connections to the Big Man. And if Harry would be the Goblin, it'd be pretty much the same. He'd try to get Otto out of the way to protect his dad.
