He does, but when the New Frontiersman first receives the journal (in the comic), Seymour begins to read it aloud. It is then thrown in the crank file.

I don't think Ozy's peace will last. It is inevitable human nature and aggression will replace unity as time passes.

Now, upon first reading I like to think that the peace is broken by the journal and Veidt gets devoured alive.

But it would be for the worse and in reality it is unlikely that it would happen so clearly. New Frontiersman is mostly a conspiracy nutjob paper and even if they prove that it is Kovacs who wrote the journal, he'll be lumped in with them. And the mainstream media will write it off as a conspiracy theory, similar to how no one believes that there was a shooter on the grassy knoll (and in Moore's version of history there obviously was) and that the government assassinated Woodward and Bernstein.

Likely, no one will believe that report or those that do will be fringe right-winged people similar to Rorschach himself or leftist conspiracy theorists. However, it will cause people to start questioning the "world peace" they have and it will inevitably collapse upon itself.

The funniest joke of all? I think Rorschach knew he wasn't coming back. That's why he sent the journal. He never had it planned to tell it himself, and knew if he disappeared, it would lend credibility to his story.

Yep. Rorschach knew that that journal entry would be his last.

After all, it was foreshadowed in the beginning, in some shape or form. "THE END IS NIGH"
