Gonna end this speculation. Scoot is NOT The Flash. His legs were mangled during the events of MOS and has a public vendetta against Superman.

you'll never end the speculation till his role is confirmed. and why would you want to end it? It's part of the game.

Would you guys like it if he were Metallo? It makes sense. A guy that has been hurt in the MoS attacks (or another attack/destruction scene that involves Superman) and puts all the blame on Superman, Lex sees this man on the tv or somewhere public, decides to persuade him in taking part in a special project and so on so forth.

That would be counter productive. The idea is to have as much realness in the shot before adding digital effects in post production.

Neither Bryan Singer nor Joss Whedon used green legs for their versions of Quicksilver.

It makes the most sense that he is Metallo where his legs are cgi metal. I don't see why such a small portion would need cgi for The Flash, unless they are showing his accident and what happens to his legs from the chemical reaction.
