exactly, and seeing as how they are ammendments they are their to ammend the original text of the constitution.

However, it is pretty evident it the actual articles of the constitution that there exists checks and balances on all three branches so it won't become a dictatorship.

Everyone has a right to petition the Supreme Court...they pick the cases they think are the most useful to the law/important/pressing...'pparently they thought this one was [shrug]
