Cartoon = animated artwork.
In point of fact, a cartoon is an image or series of images resulting in a comedic conclusion. Overboard and Zits are cartoons, but not animated.
An Animated Cartoon is the proper term for what you're referring to. The comedy is key, however. Batman, The Animated Series, for example, is not a cartoon because it's not meant to be comedic... except on occassion. Bugs Bunny is an animated cartoon because he is supposed to be funny.
I know that people use the terms "animation", "Anime", and "cartoon" just about interchangably and for the most part I don't mind, but when you're trying to set down the definitions for people, some clarity is necessary.
Anyway, ironic point: American cartoons (animated and otherwise) were a huge influence in the creation of the earliest Anime (a la Astro Boy), which is part of the reason why characters in Anime often look like they are caucasians. Now the Japanese style is having a huge influence on American television. The boundaries aren't necessarily so clear as one would assume.... which, I believe, is just about your point anyway: Right, Question?
