I put the warning in the thread title so people don't come in here with the wrong idea that I have a "scoop" per se. I've been thinking about this reported Eastern European mobster, in his 40s/50s, according to LatinoReview. As many good mobster characters as there are in the comics, why would Nolan write in a new one?
Answer: He didn't. I think its possible(though pure speculation on my part, as I said) that LR got things mixed up, and they were actually describing two characters. Both are mobsters, but only one of them is in his 40s or 50s(most likely Maroni) and the other is Roman Sionis.
Here is why I think so.
"ionas - "Country of origin IS Lithuania. Spellings on marriage certificate from 1905 in the United States show both Sionas and Sionis. We were told years ago that it might mean 'skirt'."

Sionis is Lithuanian, which is in Eastern Europe. How bout that huh? I never even knew whether or not Sionis is a real last name until now, I just decided to do a search for the ethnic origins of it on a hunch.
Just call me Poirot.
